The Joy D. Baker Center serves women with or without children affected by domestic violence and also serves as a shelter for homeless women with children. In addition to providing housing and meals, our 24-hour staff serves as counselors and liaisons with both the court and the school systems and can assist with job placement or referrals to other agencies.

Intake Process:

Clients can call: (865) 525-9401 or the confidential hotline at (865) 522-4673

Materials required for intake:
- photo ID of applying client,
- birth certificates for all family members seeking shelter, and
- social security card for all family members seeking shelter.

Program Fees:



Joy Baker Center has internal staff and a partner agency that can help interpret for victims of domestic violence if needed.


The Program serves:
- single women and women with children who are experiencing domestic violence,
- women with children or pregnant women who are homeless, and
- if a woman is single, she must have experienced domestic violence.
